- The Mall: existing pedestrian crossing relocated adjacent to junction of Horse Guards Road to become a 'toucan' crossing (pedestrians and cyclists)
- Horse Guards Road: cycles and essential access only
- Proposed 'toucan' crossing for pedestrians and cyclists across Great George Street, between Horse Guards Road and Storey's Gate junctions
- Embankment: improved pedestrian crossings and widened pavements
- Whitehall Place: banned right turns to and from Whitehall
- Whitehall Court: access from Horse Guards Avenue via Embankment only; residents parking retained
- Horse Guards Avenue: closed to through traffic, access from Embankment only
- Richmond Terrace: less car parking and wider pavements
